when you go into the colliseum you will notice the nebula nitwits is the first challenge select that one and you can get all three Nebula Nitwits is only a fight against Ifrit and Shiva, not Ramuh. If nebula nitwits isn’t showing up, just do any arena fights and there is a chance of fighting against Ifrit and Shiva instead of whoever you selected.

By the time you’re around Level 10-15 (or around Chapters 4-6 of the story, you can unlock a Coliseum battle with Ifrit and Shiva that is recommended to be Lv40.
