As someone else said, CW definitely has the potential to be the best if Treyarch follows up with the content. The biggest factor that makes BO3 the best in my opinion is Zombie Chronicles and the incredible selection of maps.

If you want custom maps (which I highly recommend just in case if the original ones get boring,) then BO3. The modding community is still decently active in creating zombies maps for it. Otherwise, for vanilla, I’d say BO1. BO3 is currently the best for zombies. Definitely not BO4! My top 3 are BO2, IW, and BO3 Bo2 by far.
