You can try to open the control panel, uninstall program, then search battlefield 4. If you can’t find battlefield 4 you can remove it manually. For remove it manually go in C:/Program Files (x86)/Origin Games/Battlefield 4. Delete Battlefield 4 folder. Me too.
BF4 is through origin right? So use Origin and uninstall it. Or goto Control Panel–> Programs and Features –> Find the game and click uninstall.
You could try just to delete the files in your BF4 installation directory. They are named “XpackFOO” where “FOO” is a number starting from 1 (first DLC). Never tried this though and you might have to run “regedit” to remove them entirely. Maybe just uninstalling BF4 is simplest, then just ignore the DLC updates after installation finishes
