On PC you must put your crosshair over the targe and hit the “Q” button. On Xbox and Playstation I believe it is R2. Please mark a thread as solved if a post solves your issue.
Tapping the Q key marks each of the bad guys with a reticle for the squad (or tank or helo) to attack. What is/was frustrating is as important as the Q key is for this purpose you wont find it listed the PC game single player KB function listings.
