You can do it if you log in to the EA website for Battlefield and edit your persistent loadouts from there. Then that setup will stay consistent throughout matches (i found that if you dont change it on the website, then the loadout resets from what you change it in battle and you have to redo the whole process over and over which gets frustrating).

sorry to hear you don’t enjoy the new UI. The loadout is still be there though in the soldier tab. If it doesn’t show up right away, please close down the game and go to the following folder: C:\Users\username\Documents\Battlefield 4\settings and delete the “twinkle” folder there – relaunch the game and you should be able to see the loadout again.
