For the best experience, I would recommend completing the main game first, then playing the DLC. Time line wise, you could play them as they occur during the story, such as when Gladio leaves the party for some time. His DLC for example, focuses on what he does during this time.
But it’s really up to you, the game itself tells you/recommend you play the DLCs after beating the game (when selecting them from the title screen, there’s a pop up), but it doesn’t physically prevent you from doing whatever the hell you want. That’s pretty much gist of FFXV.

I played it right at the end of chapter 13 when Noct goes to sleep and thought it fit very well right after all the reveals you just got about Ardyn. Ardyn’s Episode ends with a To Be Continued in Chapter 14, meaning that it should be played after he monologues to Noctis during the end of Chapter 13.
