In the console version the ONLY way to get him as a summon was by playing the demo where Noctis was a kid. Upon beating that demo you unlock Carbuncle for the main game. Not sure about the Windows Edition or Royal Edition. Also Carbuncle ONLY shows up in Easy Mode. I think demo was for being able to name him, not to have him.
